Is there a way to allow my wife and 2 kids to view the iCloud photo library on their iOS devices?

We each have a different AppleID and under mine I have iCloud photos turned on with a storage limit of 200Gb to cover the 20k photos.

I can see the option of sharing a moment or adding individual photos to a newly created shared album but I would like them to see the folder setup like that on my device.

Sadly, no. You have to use "Shared" albums.

I think this is Apple's attempt to limit the bandwidth suck of multiple people viewing and downloading full size photos from a single paying iCloud storage account.

I would gladly pay them double for my storage plan (50GB/$0.99 per month) to have my wife be able to fully access my iCloud Photo Library.
