Does iCloud Photo Library Beta delete photos automatically from the cloud if I delete them on my phone/ iPad. (If a delete a photo from my iPhone/or iPad in camera roll, will it delete the same photo from iCloud Photo Libary?)

Unfortunately yes. When you delete a photo from one place, it is deleted from all. So it is highly recommended not to use iCloud as a back-up system. It is just a synchronisation and high-res version keeping platform right now.

It's worth noting that the deleted photos go to Recently Deleted and are recoverable for 30 days. Recently Deleted is also synced across all your devices.

I think this is a good feature....photos now behave like emails, no need to delete or move etc on each device separately.

Backup is another matter...I have all my photos on my Macs which are backed up.
