iCloud Photo Library count confusing!!

I'm having trouble understanding the count of pictures and videos on my iPhone in the photos app. On both my iPhone and iPad I see this!

When I go to all photos in the albums or iCloud on Safari or the photos app on the Mac the Count is correct.

Any ideas what 1 Item is?
