When I go to the beta website, at the top it says, icloud photo library has been disabled. What does this mean? I have it both activated on my iPhone and iPad so I know it's not disabled. Then I first logged into the website it did some sort of setup and showed me all my pictures, but up to a certain date, which happens to be the photos/videos I've taken on the iPhone 6. None of my photos/videos since I've had the iPhone 6 Plus is uploaded in iCloud.com, but they are on my device (obviously).

The messages also tells me I have x days to download my photos or they'll be deleted. Why would they be deleted after a number of days? Why is it telling me my Library is disabled?
 
Did you ever upgrade your iCloud to more space? Sounds like you cancelled that iCloud plan or maybe the payment did not go through.
 
im using it with the 200gb plan with no issues photos and phone backup to it.
