I have iCloud Photo Library set up and have around 75 gb of photo in the cloud.

But my phone still shows 51.23 gb on my Photo Library on my photo.

How can I use only the iCloud Photo Library and remove the 50gb of photos from phone?

You're not understanding iCloud Photos. It's not Dropbox. It's a syncing storage system, what's in iCloud Photo Library is also on every device that has it turned on.

You can minimize the storage it takes up on your phone by choosing "Optimize iPhone Storage" in settings. But you can't delete photos from your iPhone, and have them remain in IPL.
