iCloud Photo library not working

I just finished restore my new iPhone X from the iCloud backup and notice that it doesn't restore all my photos from the iCloud Photo library... has anyone else have this issue?

Yup your right. Photos said "updating" for 20mins, nothing showed up. Plugged it in and photos started downloading.
