Problem
My iCloud Photo Library was out of sync, now while recovering it is broken. I don't know what to do and I am getting tired of it all.
History
I converted iPhoto to Photos, enabled iCloud Photo Library and my 150 GB library started uploading. I enabled it also on iPad and iPhone. After a week of uploading everything was in sync.
Then I started to edit albums, folders and faces on my Mac. I wanted it to be neat and tidy. At this point problems began:
I am out of options now. I don't know what to do. I am scared to do anything. I want to avoid uploading everhting back again (it takes a whole week with my internet speed). Does anybody what to do to merge my restored Photos library back to my excisting iCloud Photo Library?

Then I started to edit albums, folders and faces on my Mac. I wanted it to be neat and tidy. At this point problems began:
- albums (converted events to albums) started to dissapear in my library.
- new pictures I took were syncing to Mac.
- more albums started to dissapear. Strangely very orderly! I had folders in my sidebar representing years (2005 till 2015). Albums of 2006 till 2010 were gone. Year 2012 was gone and also a few albums of 2015.
- I disabled iCloud Photo Library on iDevices, deleted every trace of pictures and let it download back again: albums were still missing.
- I disabled iCloud Photo Library on my Mac, deleted the library and let it download back again: albums were still missing and every tagged face was missing.
- I called Apple: they didn't know sh*t and it must have been my settings or something
- I went to the support forums: there seems to be a bug in iCloud Photo library when enabling it on iPad after enabling on Mac.
- I disabled it on iDevices and deleted every trace.
- I disabled it on Mac and deleted library.
- I enabled iDevices, let it download again.
- I restored my library from a time machine backup (with everything present) and enabled iCloud Photo Library....
- I needed to buy more storage because my Mac wants to upload everything.
- I needed more storage on my Mac because Photos wants to download everything.
