iCloud Photo Library over cellular

Will we ever be allowed to sync iCloud photos over cellular ?
I have unlimited data over LTE so I don't mind use a ton of data to be honest. I can see how this would be an issue for the average joe so what about making it opt-in rather than opt-out?

You have to enabled Cellular in settings > iCloud > iCloud drive.
