iCloud Photo Library - - Photos has stopped responding??

a Few weeks ago i started receiving an error message from iCloud.com / photo library as Photos has stopped responding and Reload or Send to Apple. I tried again today and still receiving the issue. Its happening across all my devices and web browsers.

Detail below. Any ideas what could be going on here?
