I have a question.... To recap...
Right now i have 'downloaded and keep originals' on my iPhone7 (enough memory). My Mac is still uploading and has been for almost 1 week, extremely slow. I do not know why as the first time I enabled iCloud Photo Library (IPL) on my Photos app on Mac, it uploaded ok and then downloaded ok. Then suddenly it started uploading again and this is where I am at now. I have complete sync with my iPhone and iCloud. The photos and albums match and any changes between these 2 are sync'd. BUT not with Photos app in Mac. If I were to disable the IPL on my Mac, remove all photos (the file) from Photo app, then enabled IPL on the Mac, would it download all the photos from iCloud or would it erase everything? I hoe you understand my thinking and possible process.
