iCloud Photo Library Question

Hello,

I just recently upgraded from an 5s to a 6. I imported all of my photos to my macbook via the "Photos" mac app. After this, I noticed that my iCloud Photo Library space increased from 4gb to 8gb. When I went on icloud.com to delete some videos, the space dropped down to 6gb. A few hours after that, new pictures and videos replaced what I deleted and brought the space back up to 8gb.

Does anyone know why?

Do I need to use iCloud Photo Library if the photos are in my photos app?
