iCloud Photo Library: Status says Uploading... but nothing is being uploaded

Title says it, anyone else have this happen? For the last 12 hours its been saying that its uploading 21 pictures I took yesterday... they have yet to be uploaded and appear on my other devices. Anyone else experience this? Fixes to force the upload?

Nothing to force it but when it has been stuck I leave the photos app open on the photos tab on wifi connected to power with screen lock off. That has only been needed a few times but its what it took to get the photos to the server.

Have this same problem but it's with 200k + pics. Lol

That's what you get for thinking you can just move your photos library and Apple will figure it out.
