I keep seeing everyone talking about iCloud Photo Library vs photostream. Where can iCloud Photo Library even be enabled because on my phone I only have the option for photo stream. Any help would be appreciated.

I dont know if this helps, but I found this in the release notes:
Known Issues
The ability to automatically optimize device space is enabled for all accounts larger than 5GB.
Maybe we have to upgrade our accounts?

That isn't it. I have the basic 5GB plan and I am able to use iCloud photo library. It i might be tied to a UDID registration or if you actually used iCloud photo library during the beta.
I have the 5GB plan and have the option to activate it in my menu. Don't have my UDID registered and so didn't use previous betas. I am using the Yosemite beta, but that shouldn't influence it, as the new Photos app still isn't available yet.
