iCloud photo library

Any one else notice this, but seems some devices has more pictures than others with the photo library enabled.

Any way to have all the photo's sync across all devices with the same amount of pictures?

Not sure this is best answer - but patients will help. I'm 3 days in with only 10k of 30k pics loaded - phone and iPad are catching up slowly. I think Apple's iCloud servers are completely bogged down.
