iCloud photo stream

On my iPad and iPhone under "All Photos" I have 2,757 pictures, but on my MacBook Air my Photostream is only showing 98 pictures. How do I get them to sync onto my Air?

I plugged my phone into the Air and imported them so they are in their own album labeled iPhone 6, but not in the iCloud folder in iPhoto.
