icloud photo sync not working

Created new album on icloud.com, uploaded photos to it, but they don't show on my phone.

icloud photo sync is on. I tried turning it off, rebooting phone and turning it back on, neither the album or the photos show up on the phone however. What am I missing?

the only thing i can think of that you haven't mentioned already is to have yr iPhone connected to power and Photos in standby.

iOS Photos needs to be open and then the screen shut off, while connected to power.
