So it doesn't look like iCloud Photos can sync Live Photos yet. It seems to strip away the video portion of the file. If I text a live photo from my 6S to a capable device running iOS9, you can see the live photos just fine. But when it auto-syncs to my photo stream, it's just a regular still. Anyone else notice this?
 
Yes. I just filed a bug on apple's bug report website.

Here are the things I found:

1 iCloud Photo Stream only syncs the jpeg part of live photos
2 airdrop between iOS 9 devices transport the full live photos. I tested with an iPhone 6s Plus and an iPad mini 2
3 airdrop between iOS 9 devices to OS X devices only transport the jpeg part. I tested with an iPhone 6s Plus and an iMac 5k running 10.11 GM.

What I am not sure yet:
1 apple says iCloud Photo Library can sync live photos between apple devices. However, since I wasn't enable it. I can't test it. Anyone who already has enabled that can confirm this?
 
@zhaoxin - Glad I'm not the only one who noticed. I though maybe something was broken on my end. I submitted a bug report on it as well after I posted this. Someone on another thread did confirm that Live Photos syncing does work if you have iCloud Photo Library on. It also does sync if you import them via cable from iPhone to OS X.
