iCloud Photos doesn't seem to require 8.1!

If you try to upgrade while you're Below 8.1:

Anyone else get this error when trying to enable iCloud Photo Library?

Upgrading on 8.1:

Fixed the problem by updating to iOS 8.1 Beta 1

It Looks like if you're on 8.(Below1), on October 20 you will be able to upgrade anyway!
