iCloud Photos: Markups Inconsistent from Mac to iPad

I use iCloud Photo Library. When I try to annotate photos on my iOS devices (iPhone, iPad Pro), the edits sync between those devices fine. But the moment I hit the "edit" button on the same photo on my Mac (through the Photos app with iCloud Photo Library turned on on all devices) the previous annotations change position. Drastically.

The new annotations will be saved but the original annotations will be scrambled and moved.

What could be causing this?
