Question: When you delete an iCloud Backup from an iPad, does that delete all your iCloud or does it delete just that backup and return all your data to the previous backup?

Problem: Wife and I both had iCloud accounts on iMacs but I did not know she had her own account. So I was including her on the 'family' thing. I got an iPad for her and when I did the setup I did an iCloud backup. Then I found out that instead of backing up only her account, it merged both our accounts into one. This messed up a lot of things on both our iMacs. Example: All the contacts for both of us are now in the Contact apps of all three devices.

So...can I delete the backup and return everything to the former configurations with the previous backup?

I think you’re confusing “backup” with “sync.” They’re very different so important to know.

“Backup” would be iOS (only, not macOS) device backups. Deleting a backup simply makes it go away - nothing is “restored” or indeed restorable once that’s done.

If you’re referring to contacts “synced” to iCloud (from iOS or Mac) then it sounds like you’re both signed in to the same account, somewhere. Best figure that out, before you go about “fixing” the problem.

Once you’ve isolated where the problem began and fixed THAT, then see what’s happening. It might be easiest to just delete the unwanted contacts at that point. Or possibly there’s a “restore” option but frankly I wouldn’t bother unless you’re dealing with hundreds or more of incorrect contacts.
