So over vacation, I didn't had enough storage on my iPhone SE 32GB. So I got the 50B storage option for $0.99. Everything got uploaded to iCloud. Then I switched it to Optimize iPhone Storage in Settings under the Photos and Camera menu. So that cleared some storage.

Now I don't now know how to get them off iCloud and downloaded onto my iPhone. I have downloaded the iCloud Drive app from Apple. Their's really nothing that I can do with that app.

My iPhone has 5,017 photos and videos on my device. (13.23GB)
My iCloud account has 6,248 photos and videos in iCloud. (17.04GB)
(About 4GB different between the storage sizes that is above)

I have 6GB of storage space that is available right now. After vacation, I had 8GB left of storage so I could download the photos from iCloud.

How do I download the pictures and videos onto my device? And how do I take it off of iCloud?

So don't you see all the images on your device anyway? That should be available. Optimise storage option just pushes images on the cloud but the thumbnails are still available on your device & when UIB tap to open them, the images get downloaded from the cloud for high resolution viewing.
