iCloud Progress Wheel frozen

2015 MacBook Pro with Sierra.
My iCloud drive is indicating a sync process, but doesn't move beyond this tiny triangle.
After logging out or restarting my Mac, this progress wheel will eventually pop up again - but never progresses.
What's going on?

When I hover over it, the circle shows an "i" (probably meaning More Info).
And when I click that, nothing happens.

the same here. it never finishes the circle.

I think it's a bug, if you turn on icloud drive desktop and document syncs, and put some files on desktop this shows up.

noticed that too, but the files i moved are there, and complete, so yeah, probably just a bug...

Log out back in from iCloud didn't help. If I hide/show the Favorites, the circle is gone for a little while.
Meanwhile, the sync process seems OK. So yes, probably a visual bug.
