Let's say I want to travel for several months and leave my computer for my family to use. I will create another account for them to use, so my account will not be signed in. Will iCloud be able to back up to my home computer when I take pictures and videos with my iPhone? Or does my computer need to be signed in and on?

No, but not sure you need your computer to do anything. Setup you iPhone in iTunes summary to backup to iCloud instead of your computer. Turn on Phone Stream on your iPhone so that all your photos will sync with iCloud. When you get home and login your computer will Sync with iCloud.
