iCloud question

If I turn off iCloud backups for certain apps, are those apps restored/downloaded to my homescreen upon a restore, or are they omitted? Thanks

They are redownloaded from the App Store. iCloud is saving the data within the app.

I just did a restore and all my apps came back fresh even if they weren't on my iCloud. The ones that were got there data back.
