iCloud Restore not working after 7.1

I did an iCloud backup before downloading iOS7.1 and doing a factory reset. During the iPhone setup for 7.1, I selected my iCloud backup and it restored my settings. However, all my apps are greyed out. In previous iOS versions, a pop up would appear saying my iCloud apps/data would download but this is not happening.

Any ideas?

Are apps installing on the first screen?
In my experiences, if you see the icons but they're grayed out then the apps will download eventually.

No apps on any screens are downloading. Nor have I received a message saying that my iCloud apps/data will be restored (like it used to in previous iOS versions).

I've also restarted my phone a couple times and still nothing 🙁

Why do people do reset and iCloud restores for OS upgrades? You don't have to.
