I've just got a new iPad Pro and set it up using a previous iCloud backup on my previous iPad. My question is why have I only got half of my photo's. Old iPad had 1400 photo's. New one showing 700. Any idea's anyone?

Are you using iCloud Photos on both iPads? Settings > Photos > iCloud Photos

Restoring from an iCloud backup doesn't always bring over all settings correctly - For example, Listen for "Hey Siri"
 
No that is switched off on both iPads. Should I switch them on?
 
You might be able to just airdrop them between devices. On the other hand, iCloud Photo Library is a nice feature in my opinion. I have a pretty large library and can access it from all Apple devices that support the feature and iCloud storage is pretty affordable too.
 
Bare with me here, but wouldn't you need to AirDrop them one by one?

Why wouldn’t you select multiple at once- then share - airdrop - works nicely.

And in the case of iCloud Photo Library you can also just send an iCloud sharing link to them and the receiver decides which ones they wanna download.

Taking time for data in iCloud to come over makes much sense. I recently restored a new Mini from another iPad backup, and was surprised that Website & App Passwords was totally empty. The next day after overnight processing (apparently), it was populated completely. Likely similar with photos in iCloud.
