iCloud restores folders

If I get a new phone, will iCloud restores the app folders that it took a whole day of sorting out?

Set up new phone using "Restore from iCloud"
Folders exactly where they were.

Its supposed to but even when I would restore my iPhone using iTunes, it was always a 50/50 gamble if it would restore folders or not.

I know someone who want from 3GS to 4s and restored via iCloud and everything was properly restored
