iCloud safari tabs problem

I have a MacBook Pro, iPhone 5 and have just got myself an ipad mini for Christmas.
I'm having an issue syncing my safari tabs in the cloud. On my mac I can see open tabs on my iPhone and ipad. On my iPhone i can only see open tabs on the ipad, and on the ipad only open tabs on the iPhone.
Does anyone know why I can't see open tabs on my MacBook on either the ipad or iPhone. None on the devices have private browsing turned on and I have tried closing safari and turning off and then back on safari iCloud syncing on all devices.
Before I got the ipad I could see the MacBook open tabs on my iPhone so I'm unsure why this has now stopped working.

Can anyone please help?
