iCloud says I have no internet connection

Hi all. I use a PC running Windows 7. I downloaded iCloud for Windows but it won't let me finish the process. I get an error message that says "Not connected to the Internet." Clearly, I am, or you wouldn't be reading this. Since Apple seems to have locked image and video content inside their iCloud platform, and I constantly get messages on my iPhone Xr telling me that I am out of iCloud storage, I need to transfer images and videos out of iCloud to free up capacity.

Anyone else experience the same or similar issue?
