Icloud set up

Just trying to set up iCloud in system preferences I click on iCloud and the following happens it says setting up and the broken wheel starts to spin but then nothing happens just keeps spinning?any advice please.

setting up icloud for the first time, takes a while...let it do it's thing.

Tried to set up iCloud again left the setup running for over 1hr but it just sits there saying setting up and the broken wheel still spinning?
