As my family's unofficial apple technical support I get stuck setting up the multitude of iPod, iPads, and macs in the whole extended family. I messed up when setting up my sister's family's devices and used one apple id with separate email address to handle face time and iMessage.

She has small iPad minis with 16gb of storage, the kids filled these up quickly and my sister signed up for 200gb of storage to free some space. Mostly to store all the pictures they take.

The thing is with all the games and my sister using an apple phone now, the kids need their own apple id. I was thinking of setting up the kids with their own apple id's under the family plan. But can the kids share the 200gb of storage she is paying for?
 
According to Apple:
"Choose from a total of 50GB, 200GB, or 2TB.
You can even share the 200GB and 2TB plans with your family."

There may be hardware/OS limitations.
I understand iOS 11 fully supports the family sharing.
On a Mac, High Sierra MAC OS is needed to set it up.
