Is it possible yet to initialize the new iOS 11/High Sierra feature of making iCloud storage shared among family members? Can I install, say, the developer preview of High Sierra, sign up for iCloud Family Sharing, make other family members on iOS 10 join it and continue using iOS 10/Sierra machines as daily drivers myself?

It works, my 200GB plan was running very low so I upgraded to the 2TB plan, and here's how it looks like:

I upgraded on one of my test devices, an SE running iOS 11, but it probably works the same way in iOS 10, maybe someone else can confirm:

On my wife's carry phone (iPhone 7 on iOS 10), she was able to join the family share plan and cancel her 200GB personal plan:

Can you limit the storage each member is allowed to use or even exclude some members?!

I'm on IOS 10.3.2 and can't access family sharing on iCloud. Where the above screenshot shows the 2TB option saying "can be shared with family", it is just blank for me. Must need IOS 11.

Does sharing automatically give family members access to each others files? Can certain files or folders be excluded?

No, we cannot see any of each other’s files. The only thing I can see is how much storage each family member is using.

Is it possible to share a folder with files in it so that two family members can collaborate on files? Or you could invite people to share a folder like say, dropbox, one drive, and probably JUST ABOUT ANYONE ELSE WHO DOES THE CLOUD BETTER THAN APPLE MY GOD THIS IS THE MOST EXCRUCIATING NON FAMILY SHARING UPDATE THEY COULD HAVE DONE.

Can you exclude certain members or at least control who gets how much?
For example my work phone has it's own Apple ID but I've included it in my family purely for calendar sharing and Find my iPhone. But I wouldn't want that phone taking up any of my "family's" storage space.
