My storage is full, my photo library is around 4.5GB plus backups etc.

I want to prevent my photo library from being backed up, as this is taking up the vast majority of storage.

I am happy to have photo library local on my macbook and manually sync my phone.

To do this do I just need to switch off photo's in icloud for both devices?

I switched them off on the macbook and it didn't change the size used in my icloud.

Ahh found it, there is a disable and delete option inside manage iCloud photos, simply switching it off would of course leave them in the cloud, just not sync or download.
