iCloud storage leak

Hi,
I have a problem with my iCloud storage. I have 20gb, with a little bit more than 5gb used. There are a few gigs missing:

Can someone explain this?
I called Apple here in The Netherlands, but the guy gave me some weird story about that it is reserved space for iCloud drive. He didn't have a clue what I was talking about. It is clearly marked as backups:
