iCloud sync for photos/videos

Hi,

I have a iPhone 5, Ipad 1 and would like to buy the new Ipad Air this December, the issue I have is videos/photos take up too much space on my iphone so I want to offload them into the cloud. I am looking at the £2.99 for 200gig option from apple.

I need a better understanding how this works, when I take photos does it store it in icloud and not locally on my phone? What happens When I want to browse all my photos from my ipad? Will it be slow because it stored in the cloud?

Can I sync photos from my iphone and ipad to icloud?

Any good youtube videos?
