Did you try exactly what I suggested? That was the same problem I had.

On your iPhone:
Go to Settings ---> iCloud ---> Safari (Turn from ON to OFF)

You will see the message, "What would you like to do with the previously synced iCloud Safari data on your iPhone?"

Choose "Delete from My iPhone"

Then turn Safari from OFF to ON to begin syncing again.

Once I completed these steps, my tabs began syncing again.

Ok, that's too bad. It's probably not this since it was working for you before the JB, but there is one other thing I can think of... are you using the standard install of Safari on your Mac or a nightly Webkit build? Nightly Webkit builds usually do not sync properly with iCloud if at all.

I use the standard install, nothing unusual.The icloud tabs work in safari too in my mac until i install something from cydia then this also freeze.

Actually, Reading list and Bookmarks seem to be independent of iCloud tabs. I have the same issue - fins with those two, they get rebuilt just fine, but iCloud Tabs have not updated since before the Jailbreak no matter what I do.
 
Same issue with iCloud tabs. Have turned safari off on both the iMac and iPhone and restarted both...then turned back on. Not updating.
 
I'll be honest here, it never really worked for me before. It would take literally a couple of hours before it would decided to update.
 
I noticed mine isnt working on my iphone, but is working on my ipad mini.

Iphone 5 and Ipad Mini both were updated and jailbroken. Too weird that one is working and the other is not.
 
Deleting from iPhone and back on fixed it for me too. I closed a page on the iPhone and iCloud tabs on my Mac shows the page as gone now.
 
Am I missing something? I go to icloud.com in Safari and it gives me 3 options; set up iCloud on this device, Install Find My Install Find My Friends.
 
I found it!!!!!
I restored my iPhone,did the jailbreak and instead install appsync 5+ i installed appsync for iOS 6 from a repo and installed the rest of tweaks and still work, appsync 5+ was the problem
 
I don't use AppSync and it also stopped working for me. But I found this fix that worked. Thx to the original poster.

"Use iFile or other file explorer to navigate to var/mobile/Library/caches and delete the following two files:
com.apple.mobile.installation.plist
com.apple.LaunchServices-045.csstore
and reboot. Your apps will be missing, but dont be alarmed, they come back automatically over the first minute or so."
