iCloud Tabs in Sierra

Is anyone else unable to see iCloud Tabs in Safari on macOS Sierra? I used to love the ability to see what tabs I had open on my iPhone or iPad and open them on my Mac, but now it doesn't work. The little button in the upper right corner just displays the tabs I have open on this Mac, and nothing else.

Is this normal behavior or have I encountered a bug, and if so, is there some way to get iCloud Tabs working?

It looks like this is a bug. I have the same issue. Go to View-Customise Toolbar and put a dedicated iCloud Tabs icon on to your toolbar. It works
