iCloud tabs ios7 update

Ok I have update to iOS 7, iPhone 5 and iPad mini.

Now when I open safari on my iPhone I can see ALL tabs open on my other devices iPad mini & MAC mini, but when I open iPad I can only see the MAC mini, and when I open the MAC mini I can only see iPad mini.

So far I've tried reset both iPad and iPhone, switched iCloud on off, but I end up with the iPhone showing ALL, and the MAC & iPad mini only showing each other?

MAC mini is running latest ML

I'm still stuck with my problem..

iPad & Mac Mini see each other's icloud tabs

iPhone 5S sees ALL

I've tried serval ways to get iPad & Mac mini to see iphone tabs, but still NOTHING
