I have high sierra on my mbp and safari on that shows the tabs open on safari on my iPhone, but my iPhone will not show the tabs open on my mbp.

Could it be because I'm on an old 5c so don't have iOS 11?

The fact that you have a 5c on a previous version of iOS should be the roadblock. High Sierra and iOS 11 introduced a revamped iCloud syncing system (per Apple's release notes). I believe you need 11 in order to view the tabs from your MBP.

Can someone confirm that your iPhone has to be on iOS 11 in order to be able to display Safari tabs from a Mac running High Sierra? My iPhone 6s is on iOS 10, and it does not show Safari tabs from my Mac, but iPhone's Safari tabs do appear on my Mac.
