Yes you could create a iCloud account as they are just tied to an Apple ID, which if you have bought iTunes content or from the Apple web site you likely have.
But why would you want one? (An @me.com email or the shonky cal program at icloud.com?) The only real use of it over lots of other services is it's integration with Apple products.
