Icons allowed on first screen?

Hey all,

I currently have 15 icons on my first screen (page). In portrait mode I have the bottom row open plus one more. Even in landscape mode it appears I have the bottom row free.

I am wanting to move a few icons from the 2nd page to the first but I am unable to.

Any idea why I am not able to move any more icons to the first page?
