Where did you see that they do not have access to your iCloud data? They have the encryption keys but state do not provide them to third-parties.

Now on the iOS devices Apple does not maintain the encryption keys to those devices and can not access them.

However anything on your iOS device you store on iCloud technically can be accessed.
