I am currently on 9.1. Will I be able to restore to factory settings before I jailbreak, or will iTunes force me over to 9.2.1?

No you will be forced to 9.2.1. Don't be stupid like me and I updated to 9.3 b6 last night because of horrible battery on 9.1. I'm so pissed right now.
 
If you hit erase all content and settings on the phone, you will stay on 9.1.
But, will that effect jailbreaking, that I don't know....
 
It's erase, not reset, but that is what I said above, so you will stay on IOS you are currently on, but again, if that will in any way effect the jailbreaking, I really don't know.

It says "Reset" all content and settings. Doing this will not affect JB because you'll still be on 9.1. I'm in 9.2.1 I wish I could downgrade.

But, that's not that important right now.

What I am trying to say is, jailbreak on a freshly restored phone is always the best thing to do. Erase all content and settings is done on the phone directly. Kind of OTA and we all know that jailbreak on OTA updated phone is not always successful.
But, since fresh restore to 9.1 is not possible anymore, those who have a chance to do it, don't have any other option, but to try jailbreaking it directly...

Unfortunately, I am on 9.3 beta 6, so no go for me, but I sincerely hope we will get also a new yailbreak for 9.3 very soon...

Me too until last night when I was on 9.1. Grrr this weekend sucks!
 
FYI I did the Erase All Content and Setting on my 9.1 while in Airplane mode and ran jailbreak in 1 clean sweep.

Remember, once you are jailbroken, don't use the "erase all content and settings" if you have problems and are trying to start over. This is a big no-no once jailbroken.
