If I buy a Sprint 4s .. will it work on ATT/Verizon

This has probably been asked but I want to know the resell value of this 4s if I decide to switch from ATT to Sprint.

Also, does anyone know if Sprint has a upgrade policy similar to ATT? Every 8 months or so?

Sprint upgrades are 2 years, now. (20, or 22 months if you're lucky!) they've done away with the other programs.

And no, it is still locked to the carrier!

I really don't want to stay with att. I want unlimited data but this is looking worse and worse of a decision.

Nope...the only way would be to do a firmware hack. You MAY be able to get the SIM unlocked for international use though, although Sprint hasn't clearly defined their policy on this yet.

No because they are carrier locked. If you find a way to unlock the phone then you can probably do it, but I have never ventured into that stuff.
