If i install iOS 8.4 beta 3 on my iPhone 6 (I'm not a dev), I just want to have the new music app, will I be able to install the final version of 8.4 when it comes out at the end of this month? And by install I mean "update" to the final version? I don't want to have to "restore" my iPhone to the final version when it comes out.

Once you add the profile to your phone, beta loads appear in software update.

That won't work anymore, the site has been updated to sign up for the iOS 9 Public Beta.

You cant download it. That is not an option. Its OTA only.
You need the beta profile loaded. Then it will appear in software update on device.

Also Apple has to choose you. They send you an email with instructions.

    beta.apple.com

    1,2,3 very easy

    1 Archive an iOS backup.
Please note that you are about to install beta software. Always back up your data and files before installing beta versions of iOS. We recommend you do an iTunes backup and archive it before installing the iOS beta.
Archive an iOS backup with iTunes

    2 Download Profile.
From your iOS device, navigate to beta.apple.com/profile, to download the configuration profile. Your iOS device will prompt you to install it. Follow the on screen instructions to allow installation.
    Download profile

    3 Update your Device.
Beta updates will now be available for your device over the air on devices with iOS 8.1.3 or later. Tap Settings > General > Software Update to install any available beta updates.

IF they chose you. I enter that into my browser on my phone and it auto resets it the main Beta Apple site. Cause again Apple did NOT choose me. So again Apple has to choose you.

If you look about someone may have uploaded the profile so you can download it to your device. That's how I got into the public beta.

Agreed, the discussions regarding this thread appear to be venturing into an area that is not permitted. The OP has his answer and apple provides details on the public beta.

    Closing the thread.
