If I reinstall OSX can I have Time Machine replace.....

some programs and files that "I" choose?

I don't want to do a full restore of a Time Machine backup.
 
i'm not sure, but i know you can exclude files from back ups and thats how i make a backup of only my documents folder. It's in the preference panel > time machine > options, and then add all the files you don't want to backup by pressing plus.
