If currently paying $20 for line access and $30 for data for one user... what will happen if you wanted to add an iPhone 6S to a device payment plan as a 2 family line. Do you only have to pay the device payment $27~ + the $20 monthly line access ? And not two data..Just 1 data plan to share for two people?

Data is shared, so that doesn't get double when adding new lines. The line access charge is for each phone connected to that data plan - so yes you would be paying another $20/month for the new line plus the device payments. So:

Data- $30
Line Access- $20 + $20
Device Payment- ~$27

= $97/month

Edit- Also, your title says "on contract". Is the current line on a two year contract, on a device payment plan, or do you own the device outright? If it is under a two year contract the line access fee will be $40/month for that specific line.

2 years and yep it's $70 total for month for it but it was an old plan that was 250MB data for Verizon
But if another line is added along with that how much will the other be ? So would it be $70 + $20 service / $30 device payment = $50 + $70 ? One has data already but the new line needs separate data ?

No the new line would not need separate data. You only pay for that data amount once per month regardless of how many phone lines are on the account. So that would stay the same.

The line access fee of $40/month that you are paying for your current phone line would also not change until it is out of contract. Adding a new phone line with a device payment plan would add $20/month for the line access fee for that new line plus the device payments.

So per month this is what you would be paying:

Data- $30
Line access fee for Line1- $40 (while under 2yr contract)
Line access fee for Line2- $20
Device payment- ~$30

= $120 a month total
