Ditto. We bought two the other day - both had 11.3.

It depends on when the phone was manufactured and when the iOS version was released. And of course, it depends on the amount of stock level on the Apple Store. When I picked one up for Father (Fathers day gift), it was a 2018 week 2 build. When I picked up my personal use back in April, I got the 2017 Week 51 build, both came with 11.2.1 at the time. But I usually update to the latest software.

If you’re looking to jailbreak then buying one now you would have a high chance of getting one with 11.3.1 or lower.
