I know if you plug in the lightning cable to charge your phone, it automatically powers on and boots up. If I want my phone to charge faster... would shutting off the phone while it is plugged in/charging help? Or would powering off the phone stop charging the phone altogether unless it is on?

As stated, it will keep charging.

Leaving it on or off though makes no difference in how fast it will charge. It charges at a set rate regardless.
 
I'll put my phone into airplane mode to charge faster, but the difference in charging speed really is negligible that way. Only saves a few minutes as opposed to keeping airplane mode off.
 
Where you can definitely charge faster is locking the phone after the cord is plugged in- keeping the screen off. If the screen is lit or you're using it, less watts go into the battery cuz watts are being used by the phone.

I have an old iPhone on iOS 9 and an old copy of iOS coconutBattery app that runs natively on the phone. You can clearly see the charge rate decrease when the display is on vs when the screen is off & locked.

No need to turn off phone
