Yes, ignored users can view and post in your threads. You just won't see their responses. Their posts will look like this:

Well, I contemplated one particular entity, but the functionality of the ignore list addition does not meet my blocking needs 🙂

I don't block because of the reason you mentioned. They are not really blocked since you can still see that "this message is hidden" business on the screen. If I block someone I don't want to know they exist. I realize with my method one would still see a blocked persons quotes if they were posted, but a full block would still eliminate most of the info.
